Flanders, once more

According to today's Standaard, the Flemish government has decided to open an eleventh diplomatic representation, in Madrid Spain. It wil cost € 450 mio to do so, which is more than average (€ 250.000). Apparently, there is a mistake somewhere.

I haven't bothered to try to spot it. Whatever the cost of such an initiative, my question is : has someone ever tried to compute the value added of these "regional" representations ? Why is a Belgian embassy not enough ? Sheer pride ?
