Madness as a method

Some days ago, my attention was drawn to an article by Maureen Dawd in The New York Times of October 24 2007. The title was "Madness as a method".

The first lines were : "Dick Cheney’s craziness used to influence foreign policy.
Now it is foreign policy."

I decided not to refer to it because I thought some parts of it were grossly partial and overstated. I'm starting to think I was wrong.
